The downside with the free services is that in most cases, you have to first download the free ringer to your desktop, then to your cell phone. One of the best of the free websites to find suitable sized MP3 audio files is the Walmart Music Store that has thousands of MP3 files available. These audio files are actually MP3 previews of CD tracks, but they also make great MP3 ringers (don't go to the music downloads section for the previews, however).
