Downloadable free ringtones are available from commercial sites as freebies. There are also some free sites offering free ringers that cover their costs by advertizing, not by selling the ringtones.

However, there are free resources still available, and you may even find complete sites operating on advertising fee revenues. These freebies are an important part of the service, as you can test with them that your cell phone, cell phone plan, and cell phone company all support downloads from that ringtone reseller.
